Dee Anna Hassanpour

Dee Anna Hassanpour is a partner in the firm's Los Angeles office. She is co-chair of F3's Student Services & Special Education practice group and also works on governance and leadership matters. Ms. Hassanpour represents school districts statewide in all facets of special education law, including reviewing and responding to complaints before California Department of Education, due process pleadings, mediations, settlements, and hearings before the Office of Administrative Hearings. She partners with her clients to provide staff training, create or review policy and procedure manuals, and update Board policies relevant to students and special education.

Ms. Hassanpour has extensive experience with administrative law and due process hearings in the areas of special education, state government regulatory matters, unemployment insurance, and needs-based medical and welfare programs. She was also a frequent presenter at state and national conferences in the subjects of administrative hearings and unemployment insurance programs.

Prior to joining F3, Ms. Hassanpour was an Assistant Division Director for the State of Oregon’s Unemployment Insurance Program, where she developed and proposed legislative policy, presented at national conferences, testified before the Oregon State Legislature on workforce unemployment issues, and served as the Vice-Chair of the IT Governance Committee for five years. Prior to that, she was an Administrative Law Judge with Oregon's Office of Administrative Hearings, where she served as its Deputy Chief Judge for 8 years. During her tenure at the OAH, she also served as a member on Oregon's Department of Education's Dispute Resolution Committee.

Ms. Hassanpour earned her Juris Doctor from California Western School of Law and was admitted to the California State Bar in 1995. She also has a bachelor's degree from Baylor University.
