Joshua A. Stevens

Joshua A. Stevens is a partner in Fagen Friedman & Fulfrost's Oakland office and co-chair of the firm's Governance & Leadership Practice Group and the Labor & Employment Practice Group, where he assists clients statewide on a variety of labor and employment issues impacting public school districts. Mr. Stevens' labor and employment practice expertise includes certificated and classified collective bargaining from negotiations through fact finding, contract grievances and arbitrations, PERB unfair labor practice charges, EEOC, DFEH, and DIR discrimination and retaliation complaints, employee discipline and termination proceedings, layoffs, and leave rights. Additionally, Mr. Stevens regularly trains supervisory employees in the prevention and correction of sexual harassment in the workplace, and speaks at workshops and trainings on a host of other labor and employment issues.

As a litigator, Mr. Stevens has successfully defended school districts in both state and federal courts in employment discrimination lawsuits and in appeals of special education due process matters, as well as obtained numerous restraining orders for his clients prohibiting workplace violence. Moreover, Mr. Stevens regularly advises on Public Records Act compliance, Brown Act compliance, tort claims, uniform complaints, conflicts of interest, and First Amendment freedom of speech issues.

During law school, Mr. Stevens externed for the Honorable Thomas A. Wiseman, Jr. of the U.S. District Court for the Middle District of Tennessee, where he did extensive legal research and drafted court opinions. Before law school, Mr. Stevens spent a year as a substitute teacher in three California school districts.

Mr. Stevens earned his Juris Doctor from the University of California, Hastings College of the Law in 2003, and earned his bachelor's degree, cum laude, from the University of California, Santa Barbara in 1999.
